President Bush's signature on the $286 billion federal transportation bill will allow hybrid car owners to begin applying Thursday for decals allowing them to drive solo in California car pool lanes, officials announced.

Residents join dialogue into airport site

It's conspicuous, even obvious, but no one wants to talk about it. There's an "elephant in the room" in the search for a location for an airport of the future. Many of the participants in a two-week Web-based dialogue designed to engage residents in the site-selection project said the Miramar Marine Corps Air Station should be a top candidate, even though it's off the table at least through November.
